Background: Skip was born in Lake Village, Arkansas on February 16, 1948.

Education: Skip attended the University of Arkansas, receiving a B.S.B.A. in Banking and Finance in 1970. After graduation, he attended the University of Arkansas School of Law, where he earned a Juris Doctor in 1973.
